Position Summary:

The Health and Human Services Director serves as an advisor to the governing body regarding overall administrative management and operation of health and human services and provides advice and recommendations regarding programs in consultation with the service providers. The Director is responsible for the overall leadership and management of the Reno-Sparks Indian Colony Tribal Health Center.

Duties and Responsibilities: 

1. Provides direction for the Human Services Manager and for the Managers and clinical staff at the Tribal Health Center which includes the following departments: Laboratory, Pharmacy, Medicine, Dentistry, Optometry, Community Health, Mental Health, Substance Abuse, Nutrition, Nursing, Substance Abuse Prevention, Diabetes Prevention, Health information, and the Business office. Areas of oversight encompass administrative, contract health, billing, grants management, health information, clinical and ancillary health services and prevention programs. The Director must be knowledgeable about personnel regulations applicable to tribal employees, civil servant and Public Health Service staff and provide appropriate administrative supervision to subordinate staff as needed. 
2. Responsible for service delivery, quality assurance and improvement, credentialing, capital equipment, and other operations of the health center, including special projects and committees to assure appropriate functioning. Reviews and approves goals and objectives of each service or program area for compliance with program performance standards and budgets. 
3. Coordinates efforts related to service changes and implements new services, programs and practice models. The Director establishes and determines the priorities of health care services needed for personal services, space, equipment and supplies, and allocates the available funds accordingly. 
4. Facilitates the implementation, development and monitoring of service, quality and utilization standards and continually evaluates/improves service delivery by initiating or promoting best practice models. Improve service delivery by procuring provider contracts (internally and/or externally) as indicated and monitoring appropriate utilization. Works creatively with IHS partners at the local, regional or national level to provide cost-effective quality health care for center clients. 
5. Oversees day-to-day operations through daily rounds throughout the facility to engage clinicians, nurses and support staff in problem solving of operations issues. Coordinates services in conjunction with other departments to provide optimum staff cooperation in terms of record management, case-management and inter-departmental communication. The Director must be knowledgeable about personnel regulations applicable to tribal employees, civil servant and Public Health Service staff and provides appropriate administrative supervision to subordinate staff as needed. Assures adequacy of new employee orientation to employee responsibilities, facility policies and procedures, and health center operations. 
6. Assists with development and administration of annual facility budget. Works with the Reno Sparks Indian Colony, Reno Sparks Tribal Health Center, and Indian Health Service leadership, managers, and relevant partners in the preparation of budgets and ensures financial accountabilities are established. Serves as a cost center manager to prepare estimates and administer an annual budget. The incumbent is required to have knowledge of basic fiscal management principles and an acute awareness of the cost of medical equipment, supplies and services. Implement programs and budget proposals, which reflect past expenditures and changing program priorities. 
7. Optimize methods and system to increase third party reimbursement for clinical services provided. Assists with identifying and supporting the successful application and securing of grant funding opportunities to enhance clinical services for the Health Center. Recommend most cost-effective options for expanding services including expansion of staff, products or facilities. 
8. Oversees the management of resources allocated to the facility. Assures resources are allocated to maximize improvements in quality, service access and staff and patient satisfaction. Participates and facilitates in capital funding decisions and planning for the new medical office clinic facility. Interfaces with the community health care entities as needed to develop cost-effective services. 
9. Assists with development and administration of policies, standards, practices and procedures and assures compliance with administrative, legal and regulatory requirements of the Tribal Health Center, Indian Health Service and other government/accrediting agencies. Assure that the Reno Sparks Indian Colony Health Center obtains and maintains AAAHC accreditation. Responsible for all Health Center reports required by the Indian Health Service contract, Executive Health Board, and the Tribal Council. 
10. Participates in community relation activities to enhance the image, reputation and involvement of the Tribal Health Center in the local community. May represent the organization in activities involving leaders in business, government, labor, the community at large, Tribal Council, Executive Health Board and health care community. 
11. Consistently supports compliance and the principles of responsibility by maintaining the privacy and confidentiality of information, protecting the assets of the organization, acting with ethics and integrity, reporting non-compliance, and adhering to applicable federal, state and local laws and regulations, accreditation and licensure requirements (if applicable), and the Reno Sparks Indian Colony and Indian Health Center. Communicates and coordinates activities and priorities with the Tribal Council and IHS service unit.
12. Other duties as assigned. 

Qualifications / Experience: 

1. Masters Degree in Healthcare, Hospital, Business or Public Administration, or related field required. 
2. Substantial (5+ years) general management experience in a complex, multi-faceted health care setting required. Additional clinical training or experience ideal. 
3. Significant knowledge of applicable federal and state laws and regulations related to health care delivery. 
4. Prior experience in financial management, program development, personnel management, quality improvement and project management. 
5. Significant experience in working with a multi-disciplinary group practice managing through influence and collaboration. 
6. Proven experience to work effectively with individuals, families or the community to assist them in achieving satisfactory solution(s) to issues related to healthcare delivery. 
7. Demonstrated ability to analyze situations accurately, to take effective action, and to think and plan strategically. 
8. Ability to lead and manage through influence and change. 
9. Knowledge of computer software desired: Word, Excel and PowerPoint. 
10. Demonstrated ability to build effective teams, physician relationships and cross organizational partnerships. 
11. Models service-oriented behaviors. 
12. Ability to effectively communicate both verbally and in writing to various individuals, cultures and groups. 
13. Exceptional interpersonal relationship and networking skills. 
14. Excellent attention to details; milestones, timelines and outcomes.
15. Must possess a valid Nevada driver's license. 
16. Ability to pass a thorough background check. 
17. Ability to work Full-time (40 hrs/wk), regular (day shift). Monday thru Friday (8:00am- 5:00pm); evening and weekend hours as needed or requested. 
18. Preference to qualified Indians will be given.
