WORK LOCATION: King Street Center, 201 S. Jackson Street, Seattle, Washington, with travel required to other WTD locations throughout King and South Snohomish County.
WORK SCHEDULE: This career service position is not eligible for overtime compensation. The regular workweek is full-time 40 hours, Monday through Friday 8:00 a.m. to 5:00 p.m.
PRIMARY JOB FUNCTIONS:
1. Prepare public works and procurement contract documents for legal bidding. 2. Use a standards-based approach to project management on a consistent basis to ensure completion of projects on time, within budget and at promised quality. 3. Develop work plans, written project scopes of work, generate risk adjusted critical path method (CPM) schedules and budgets for projects to replace or upgrade existing wastewater facility equipment, treatment systems and structures. 4. Administer contracts and project requirements and standards in accordance with King County policies and procedures. Define and negotiate contract changes. 5. Serve as a liaison between the County, public and permitting agencies, operations, maintenance and engineering staff, and other internal and external stakeholders for assigned projects. 6. Manage assigned projects that can be designed via in-house engineering or through competitively procured consultants and implemented through work orders or advertised construction contracts. A Project Representative, assigned from the North Satellite or East Satellite offices, will administer the construction contract. 7. Lead the review by in-house staff of contract documents and design packages as prepared by in-house staff or consultants. 8. Report on status of all assigned projects; maintain project plans and schedules for all assigned projects. 9. Manage stakeholder expectations and resolve project conflicts.
QUALIFICATIONS: · A bachelor's degree in engineering, construction/project management or related field, or the equivalent combination of education and experience. · A thorough knowledge of project management principles, processes, and methods with current demonstrated experience as a Project Manager. Experience must include the use of a standards-based approach to project management and demonstrated project management experience. To also include application of project management principles on technical engineering/design projects in a heavy industrial/process environment. Project experience must be demonstrated on projects that have progressed through pre-design, final design, and implementation. · Knowledge of laws, ordinances and codes related to public sector procurement, contracting and project delivery. · Demonstrated ability to create work breakdown structures, project deliverables, and risk management plans. · Demonstrated ability to communicate project status (scope, schedule, budget, etc) and issues to stakeholders through formal project reporting systems and other media as required. · Excellent communication and negotiation skills are required to negotiate work agreements and contracts, for resources and to build project team consensus. · Demonstrated ability in developing and leading effective project teams with members from a wide range of perspectives and expertise. · Demonstrated ability to seek out information and make sound decisions in the absence of established policy. · Demonstrated ability to manage multiple projects in various phases of completion. · Demonstrated ability to use the full office suite of software in support of work product delivery. · Demonstrated ability to work with a diverse group of individuals from a matrixed organization including operation and maintenance staff, engineering, project management, construction management, project control and administrative support. · Valid Washington State Driver's License. HIGHLY DESIRED: · Project Management experience working in, and knowledge of, wastewater treatment and conveyance facilities and a strong background or knowledge of the operation and maintenance of wastewater treatment facilities. · Project Management Professional (PMP) Certification

Provides technical input and support to substations, IT/telecommunication, Generation, San Onofre Nuclear Generating Station (SONGS) and Hydro as well as external clients and customers. Also provides battery training to a variety of internal customers. This position will report directly to the Manager of Electrical Field Services. This position will be subject to travel throughout the Edison system and may be required to work extended and or unscheduled hours during emergencies.
Preferences: Strong technical knowledge and experience in DC System applications. Should have extensive training and education directly related to DC theory, battery technologies and their application.
